Government offices of what was then Inaba Province stood on this site for several centuries until almost 1,000 years ago. The final poem in the "Manyoshu," a collection of ancient Japanese poetry, mentions that one Otomo-no-Yakamochi was appointed governor of the province, and the collection was edited here at this spot.
